Meeting in Ouagadougou on 4 December 2025 under the chairmanship of Captain Ibrahim TRAORE, the Council of Ministers adopted decrees merging and establishing statutes for several public funds, while limiting observer membership on boards of directors. By 30 September 2025, state revenue collection stood at CFA francs 2,513.76 billion and expenditure at CFA francs 2,644.33 billion; the Council also approved submission of a Penal Code amendment providing, among other measures, for the restoration of the death penalty and the criminalization of homosexual practices and polyandry, and made numerous administrative and judicial appointments.
