Dès lors, aux côtés des structures publiques d'enseignement, émergent des établissements privés aussi bien profanes que confessionnels rivalisant les uns les autres sur la qualité des formations dispensées. Les établissements d'enseignement islamiques participent-ils à cette dynamique d'ajustement et de restructuration du système éducatif ? En essayant de répondre à cette question fondamentale, le présent article s'inscrit au cœur de l'un des débats qui ont lieu dans les pays ouest-africaines à majorité musulmane : la question de l'éducation en milieu musulman. L'objectif principal est de montrer le rôle social des écoles coraniques traditionnelles face aux écoles arabes contemporaines dans un contexte socio-économique marqué par le chômage et le fondamentalisme. Des données collectées et traitées par le biais de la double approche historique et socio-antroplogique et des techniques/outils appropriés sur un échantillon représentatif de 21 personnes, du décryptage des ouvrages en arabe et en français, ont permis de tenter de répondre à la question. Il en ressort que les écoles coraniques ont constituées d'importants creusets séculaires d'éducation et de reproduction des agents polyvalents de développement en milieux musulmans sous la bannière des alfas soufis. Sans soutien et victimes d'une compétition déloyale de la part des écoles arabes portées par une élite arabisante d’obédience wahhabite, elles disparaissent progressivement comme une peau de chagrin. Les écoles arabes par contre, d'émergence récente, apparaissent comme des établissements de formation d'une nouvelle catégorie d'intellectuels délaissés et promoteur d'un islam fondamentaliste. Elles connaissent un rayonnement spectaculaire grâce au soutien financier des pétrodollars arabes. The description of the iconographic aesthetics of this Muslim missionary minority, in particular the use of the portraits of the charismatic leaders, is used to analyse the challenges of its self-representation towards the Muslim majority worldwide. The analysis of Ahmadiyya's iconographic discourse highlights that the charismatic aesthetics makes individuals sense the power of the caliphate in their intimacy. The different data collected allowed us to determine that the Tijaniyya and Sunni branch of Islam are the most visible and practiced branches of Islam in the commune of Djougou. The actors of anti-innovation in Islam are called "people of the Sunna" and claim to be practitioners of "true" Islam, unlike the practitioners of confreres (Tijaniyya, Ahmadiyya) and Shi'ism. Cet article s’appuie sur les résultats d’une recherche doctorale de type qualitatif menée auprès de 124 fidèles musulman.e.s résidant à Djougou au moment de la collecte et dont les âges varient entre 15 ans et 60 ans. La commune de Djougou située au Bénin est composée de population musulmane largement majoritaire dont l’identique et les comportements sociaux sont déterminés par les normes islamiques. Réalisée entre 2017 et 2020, et basée sur des données de l’observations ethnographiques, d’entretiens individuels semi-dirigés, cette recherche vise à comprendre la dynamique de la pluralité islamique dans la commune de Djougou. Ainsi, un ‘’journal de bord’’ et un guide d’entretien sont utilisés pour la collecte des données. Les différentes données collectées ont permis de que la branche confrérique tijâniyya et le sunnisme sont les branches de l’islam plus visibles et pratiquées dans la commune de Djougou. It serves the purpose of the maintenance of minimum liquidity ratio and statutory reserve that represents the daily requirement of the banking institution. The role of the money market in the banking system as a keeper of liquid assets rate it above other branches of the financial market. The overall turnout was not particularly high at 38.66 percent, but it was still higher than the last parliamentary election held in 2019, where only 23 percent of the country voted. This number was low in part due to opposition parties boycotting the election. Four out of the seven parties that ran for this most recent election failed to clear the national 10 percent threshold. The two parties linked to President Patrice Talon, the Progressive Union for Renewal (Union Progressiste pour le Renouveau, or UPR) and the Republican Bloc (Bloc Républicain, or BR) obtained 37 percent and 29 percent of the vote, respectively. Furthermore, the role of France in its colonies was complicated by the secularity of the public sphere which did not fall in line with policies that specifically targeted Muslim populations. These policies affected Porto Novan Muslims in French West Africa who were put under surveillance. In the high colonial era, the French administration readied itself for a larger pan-Islamic threat and fearing destabilization in its African territories. Yet, during this era, the Muslim populations of Porto Novo were synonymous with the merchant middle class. Thus, French colonial administrators had to contend with the fact that those on whom they relied to bolster the colonial economy were the same people they mistrusted and put under surveillance for practicing Islam. This same group of Muslims was also part of a wider Yoruba ethnic identity in addition to these economic and religious categories. Furthermore, French perceptions of the inter-ethnic divisions within the Muslim communities -those between the privileged Brazilian returnee group and the Yoruba- further complicated the way colonial society evolved in Porto Novo. I argue that through interactions with differing ethnic and religious African communities and the French colonial state and despite their minority status, Porto Novan Muslims significantly contributed to the modernization of their society. The focus of its analysis is a series of medium-sized towns in Northern Benin (in particular Djougou, Parakou and Malanville) and the political capital Porto Novo in the south of the country, whose population has included a sizeable number of Muslims since the 19th century (demonstrating en passant that Islam in Benin is not an exclusively northern phenomenon). The development of Islam in Benin is embedded in more comprehensive societal dynamics and is associated in particular with the development of the education system, the dynamics of the labour market and the transformation of local elites. This provides the context for the rapid differentiation of the “Islamic field” in Benin. The author demonstrates just how productive an analysis of contemporary Islam based on the perspective of the sociology of conflict and using the methods of social anthropology can be by identifying and demonstrating the heterogeneity and poly-centrism of the “Islamic field”. According to a recent study, his doctrine is based on the idea of continuous prophecy and draws it's inspiration from medieval sufi literature, and especially of Ibn Arabi's works. The second part explains the ups and downs of Ahmadiyya in relation to the political evolution of the country: during the last decade, freedom of workship and association allowed Ahmadiyya, as many other religious movements, to set up missions and to proselytise by methods which can be compared with the evangelical ones. The third part analyses Ahmadiyya's strategies: it understood the national political tendencies and was able to adjust to particular contexts in the South were Islam is in the minority and in the North where it is in the majority. This article comes back on a co-writing experience between ethnologist and imam, which produced a study published in the Cahiers d’Études africaines in 2009. Reflexive monologue from the researcher’s point of view, the article comes within the genre of the anthropological tale in first person, against which excesses an (auto)critical posture is attempted. It narrates the genealogy of this dialogical approach, the encounter in the field in Benin with Allada’s imam El Hadj Akan Charif Vissoh, the reception of his conversion’s story, and the post-field stages of the putting-into-writing, jointly reworked by both co-authors in-the-making. At the same time, it questions the strengths and weaknesses of this intellectual co-production, which provokes the pursuit of fieldwork into deskwork and the sharing of the writing process with the field partner, thus clouding the traditional roles between interpreter and interpreted, outsider and insider, ethnologist and religious actor. This contribution is an overview of reformist movements in Ivory Coast, Ghana and Benin Republic, and looks at the international connections as well as local dynamics in the coastal cities of Abidjan, Accra, Cotonou and Porto Novo. An historical perspective of Islamic movements on the Guinea Coast is privileged and focuses on reformist Islam, a generic term, which includes individuals, associations, schools, activities and Muslim media which do not swear allegiance to sufi brotherhoods. For many years analysts have warned against the risk of spill over of violence from the Sahel into the littoral states. Recently, Bernard Émié, the French head of the Direction Générale de la Sécurité Extérieure (DGSE) for example singled out Benin and Côte d’Ivoire as being at imminent danger. Yet the fear of violent contagion to coastal West Africa is so far mostly based on repeating a handful of violent incidents: the 2020 Kafolo attack and the 2016 Grand Bassam attack (both in Côte d’Ivoire); the 2019 Pendjari attack in Benin; sightings of Violent extremist organizations (VEOs) and roaming preachers. We know, however, that VEOs expand by building local alliance and exploit existing communal conflict. This report explores local problems in one country possibly at risk: Benin, specifically the Northern regions of Alibori, Borgou and Atacora. Data collected for this project with the Armed Conflict Location & Event Data Project (ACLED) reveals various open communal conflicts in Benin’s north that have become intense and lethal. The analysis observes the presence of five separate cells in the border areas of northern Benin but concludes that as of yet there is no clear alignments between communal violence and VEOs. But there are worrying developments as VEO activity is increasing in Alibori and Atacora. In Accra and Tamale in Ghana, and in Cotonou and Porto-Novo in Benin, the research team looked into religious, historic, political and societal dynamics that may constitute elements of future (in)stability. New religious “ideologies” (Christian evangelism and/or Sunni revivalism), mixed with economic frustrations, have deeply impacted the traditional balance and make long‑term stability a challenge for most of the countries in the region, from Mali to the Horn of Africa. In this report Clingendael explores the specific ways the Ghanaian and Beninese actors are dealing with politics, identity and societal stress. We also identify the influence of external actors, from both the region and beyond, and potential spill over of nearby conflicts. Conclusion Clingendael comes to the conclusion that several issues, like border porosity, absence of a regional strategic approach to counter terrorism, youth frustration towards the elder’s political and economic monopoly, rural and urban disparities and rampant illiteracy are some of the regional aggravating factors that are conducive to the spread of extremist ideology and dividing behaviours. Our report can be considered as an early warning. Cependant, ces dernières sont également astreintes au respect de la législation islamique, qui parfois, entre en conflit avec le droit positif. Elles doivent donc trouver une passerelle entre leur statut de Béninoises bénéficiaires de tous les droits républicains et la dévotion à Allah l’objecteur de leur conscience religieuse. Relying on a combination of primary source jihadi propaganda and historical research, this report argues that over the past 30 years, al-Qa`ida and its branches and allies in North and West Africa have followed what this report calls “al- Qa`ida's Imperial Playbook,” as they have sought to expand their areas of influence southward. Al-Qa`ida's “playbook,” this report shows, is composed of five fundamental tactics: befriending or creating militant groups operating in the midst of conflict; integrating themselves into communities where those militants exist; exploiting grievances of those communities to gain sympathy; addressing internal or external dissent either passively or aggressively; and looking toward new theaters once their base is solidified. Al-Qa`ida has subsequently utilized this playbook to expand southward from its Algeria base in five distinct historical periods: from 1992- 1998; 1998-2006; 2006-2012; 2013-2017; and 2017-present. Cette excroissance territoriale djihadiste va progressivement donner naissance à des foyers djihadistes de plus en plus endogènes dans ces États, composés de recrues locales et qui se nourrissent des fragilités propres aux territoires où ils se développent : tensions d'accès aux ressources, stigmatisation communautaire potentiellement exacerbée par des groupes d'autodéfense, existence de réseaux criminels prompts à se « djihadiser ». La propagation de l'idéologie djihadiste depuis le Sahel central au-delà des frontières sud constitue le moteur permettant d'exploiter et de transformer les frustrations et les injustices qui découlent de ces situations de fragilité. Comme au Sahel central où les autorités ont pris trop tardivement conscience de cette réalité. Pour les pays côtiers d'Afrique de l'Ouest, où la menace reste encore contenue en intensité et limitée géographiquement, il est encore temps de prévenir une dégradation de la situation sécuritaire. This research was conducted under USAID’s Office of Transition Initiatives’ Coastal West Africa Regional Initiative program. It brings together findings from over 190 key informant interviews and 270 focus group participants in northwest Benin, that examined the vulnerabilities of particular groups as they experience violent extremist organization (VEO) influence. Building on Elva’s previous research in Coastal West Africa and the Sahel, this report illustrates how violent extremism in Benin is now increasingly homegrown. The West Africa al-Qaeda alliance, known as Jama’at Nusrat al-Islam wal-Muslimin (JNIM) has deployed a dynamic recruitment and influence strategy in northwest Benin. The research found that pastoralists, unemployed youth, and migrants, figured prominently among the groups in the Atakora department that are at-risk of being targeted by VEO recruitment efforts. VEO propaganda is deliberately leveraging the local discontent created by Benin’s recent policy reforms to modernize its agro-pastoral industry and conserve the fragile ecosystem of the Park W-Arly-Pendjari complex. Economic development policies that seek to formalize crucial sectors of the economy like commercial agriculture and livestock production, in some cases unintentionally impact livelihoods of some of the most vulnerable groups. These reforms can increase competition over already scarce resources, and sometimes can exacerbate intercommunal tensions and escalate into violence. Increased local tensions are creating more opportunities for non-state actors, particularly VEOs, to exploit vulnerabilities, through circulating dis-/misinformation and the provision of alternative economic livelihoods. Nonetheless, the war against VEOs is by no means lost. The civil peace constitutes well the main economic resource of the Benin and politicians are used to protect it. L'article interroge des formes concrètes d'un pluralisme religieux foisonnant au Sud-Bénin et son inscription dans les espaces urbains d'une région frontalière traversée par de multiples influences culturelles. Les contacts islam/chrétienté sont particulièrement anciens. A Porto-Novo, la cohabitation religieuse vodun- islam- christianisme est fondatrice de la ville. Dans les espaces périurbains on assiste à un bourgeonnement de nouveaux lieux de cultes dominés en nombre par les Églises prophétiques et pentecôtistes. This young imam has developed new tools of communication and has built a very dynamic organization around him. His mosque has become the center of reformist Islam in the southern part of the Republic of Benin, and members of the da’wa have been strongly involved in Islamic associations. El Hadj Habib, who had lived outside the country for a long time, came to be “reconnected” over the last fifteen years before becoming an important local notable. The complexity of the Islamic landscape in Cotonou cannot be reduced to a dichotomy between Sufi tradition and reformist Islam. As such, El Hadj Habib is a good example of possible links between Sufism and reformism, which have been found in other parts of the continent. Le 21 novembre 1999 à Cotonou (Bénin), un imam soufiste, cheikh de la société confrérique de la Tidjaniyya niassène, nomme son fils, lettré et arabisant, à sa propre succession au poste d'imam de la nouvelle mosquée du quartier Zongo. Cette nomination, non conforme à l'usage, est cependant entérinée par l'assemblée des notables. L'article présente la trajectoire de ce jeune imam, formé dans la "zaouya" de son père et diplômé des universités islamiques, qui prend le leadership de la scène réformiste tout en "se reconnectant" à la société béninoise. Les dynamiques de l'islam dans le sud du Bénin, rendues plus complexes par l'arrivée de nouveaux courants, ne se réduisent cependant pas à une dichotomie entre islam confrérique et islam réformiste: des transformations sont à l'œuvre, dans lesquelles l'imam el Hadj Habib joue peut-être le rôle de "passeur". These disputes center on how its members can engage with national politics to promote their collective interests and maintain their political autonomy from the state.
